A black or white number over the puzzle, on a blue background indicates that the total number of cells of that color should match that number.
This one is simple, we must have 13 black cells in a 4x4 puzzle, so we need 3 white cells.
We already have 3 white cells so the rest must be black.
Of course this constraint won't appear alone in real puzzles, that would be too easy.
